AGG Supported the Development of Proposals to Improve the Draft Law on Independent Economic Activity

Chișinău, May 7, 2025 — The Association for Good Governance (AGG) provided legal and analytical support to the Alliance of Small and Medium Enterprises from Moldova (AIM) in developing and submitting a comprehensive set of policy proposals on the Draft Law on Independent Economic Activity of Individuals.

This legislative initiative aims to create a clear and simplified framework for individuals conducting small-scale economic activities, allowing them to operate legally without establishing a company. The proposals prepared by AIM — with AGG’s technical assistance — include recommendations to ensure legal clarity, fiscal predictability, and proportional regulation, in line with European principles of entrepreneurship and good governance.

AGG’s contribution focused on:

  • Legal drafting and analysis of the proposed amendments;
  • Assessment of potential administrative and fiscal impacts;
  • Alignment of key provisions with Moldova’s SME development strategy and the EU acquis.

This collaboration marks an important step in promoting inclusive, evidence-based policymaking that supports small entrepreneurs and enhances transparency in Moldova’s business environment.
